The Kashiwanoha area, located in the northern part of Kashiwa, has experienced significant growth since the opening of the Tsukuba Express in 2005. With the steady progress of the Kashiwa Northern Central District Land Readjustment Project, the area has seen an influx of new residents, including many young families, leading to increasing demand for administrative and community services.

This project delivers a multi-functional complex integrating three primary programs: community engagement, library, and administrative services. The facility aspires to become a place that supports residents’ independent activities, a welcoming hub open to everyone, and a reliable public resource in times of need. We were selected as the design architect for this project through a public proposal competition held in 2025.

The architectural composition organizes the hall, library, and branch office as three distinct volumes—conceived as individual “Houses”—which are interconnected by a shared “Living” space that encourages flexible and overlapping uses. At the second-floor level, a ring-shaped terrace seamlessly links interior and exterior spaces, creating an open and continuous spatial experience.

Within the site, a series of outdoor spaces of varying character are introduced. Circulation paths weave through these spaces, drawing surrounding greenery and pedestrian flows into the heart of the building, thereby extending the vitality of the neighborhood landscape into the architectural interior.
